The Last Brother is a Bounty quest in Ghost of Yotei.
Bounties Overview:

The Last Brother Starting Location: Oshima Coast > Matsumae Residences Bounty Board
The Last Brother Bounty Location: Oshima Coast > Ronin Gravesite
Go to the “Ronin Gravesite” (named map area) at the east edge of Oshima Coast. Go up the hill path and be sure to kill all the ronin along the way. You will automatically interrogate the last ronin standing after killing all the rest. Now proceed to the end of the path and you will reach 3 grave stones. If you killed all the ronin, you can now interact with the 3 gravestones from left to right. This will trigger a cutscene and “The Last Brother” will appear. You will fight him in a 1v1 duel. When he’s near death, a group of other bounty hunters arrive. You must kill them too, but our bounty will actually help us. Afterward, Atsu decides to let the bounty leave in peace, there’s no other outcome here. Despite not actually killing him it will count as a completed bounty.
The Last Brother Reward: 2000 Coins + Weapon Kit: Yoshitada’s Fourth Pearl
