Inagawa the Gambler is a Bounty quest in Ghost of Yotei.
Bounties Overview:

Inagawa the Gambler Starting Location: Teshio Ridge > Red Crane Inn > talk to Kojiro the Bounty Hunter after killing the bounties Houndmaster Toyotaro + Snowstorm Katagiri. He will give this bounty directly (not from bounty board poster).
Inagawa the Gambler Bounty Location: Teshio Ridge > Bifuka Sake House
Go inside the Bifuka Sake House (named map location), it’s halfway between Red Crane Inn and Sentinel Forest. The location gets marked when you discover it. Inside the inn, in the back right corner you find Inagawa the Gambler.
Talk to him, he will challenge you to a minigame of Zeni Hajiki. You must agree to play him and bet 1000 coins. However, he is cheating and gave you a weighted coin that causes your coin flicks to not go in a straight line, so you will almost certainly lose the match. After losing, try to leave the building and a settler will talk to you at the exit. Follow him outside, he reveals that Inagawa is cheating you with weighted coins. Afterward, climb up the roof of the sake house and through the open window on the front to enter the attic. Here you must interact with the coin pouch at the end of the attic to switch out the coins. Now challenge Inagawa to another match and bet 1000 coins again. This time your flicks will go in a straight line and you should win easily. After you win, he comes with you willingly, but his men ambush you outside. Now you fight Inagawa and can kill him for the bounty.
