Shiro the Swindler is a Bounty quest in Ghost of Yotei.
Bounties Overview:

Shiro the Swindler Starting Location: Ishikari Plain > Ishikari Market > Kojiro the Bounty Hunter (NPC next to quest board) – talk to him after doing the previous bounties in this region and he’ll give this bounty directly, not from a poster
Shiro the Swindler Bounty Location: Ishikari Plain > Yokai’s Nest > Jigoku Fortress
Go to Jigoku Fortress. It will be locked and if you try to approach you will get shot. From the front gate turn right and follow the cliffs a few meters north to find a small empty campsite. Examine the straw mat on the floor and then examine the gunpowder. This will trigger a cutscene where Shiro appears.
Follow him afterward, he takes you up the cliff on the east side of the fortress to a destructible wall. You can then use your grappling hook to pull down the wall together with him (which isn’t possible before). This opens the only path into the fortress. Now clear out all enemies, at the end of the fortress you must defeat the fortress leader in a duel. Afterward you get Shiro’s mask “Sly Thief Mask”.
