Black Powder Ippei is a Bounty quest in Ghost of Yotei.

Bug Warning: this can bug out and disappear from the game if you go near the Saito Compound in the south-east corner of Yotei Grasslands at Shirahige Falls. Then the Hilltop Watchtower map icon falsely turns into a crossed-out fox den. This causes the bounty target to despawn from the map, as well as the bounty giver no longer being there. To fix this you must conquer the Saito Compound in the south-east corner of Yotei Grasslands and defeat the “Muneji the Bone Crusher” bounty in there. Then the Hilltop Watchtower icon turns from a fox into a tower icon again and the Black Powder Ippei & NPCs there respawn.
Black Powder Ippei Starting Location: Yotei Grasslands > Hilltop Watchtower -or- from Bounty Board at Old Inn / Yotei Shadow Inn but only appears there after doing Bounty “Muneji the Bone Crusher”.

Go to Hilltop Watchtower. Optionally, you can talk to the NPC there who is hiding behind the boxes but it’s not mandatory. You will see fire projectiles being shot from the south of Hilltop Watchtower. Head to where the projectiles are coming from, there you find the bounty on a hill shooting a cannon. If you discovered the Saito Compound enemy camp in the south-east corner of Yotei Grasslands, then the bounty temporarily disappears from the map until you conquered the Saito Compound. If you never went near Saito Compound it will be doable at any time.
