Smiling Yoshitomo is a Bounty quest in Ghost of Yotei.
Bounties Overview:

Smiling Yoshitomo Starting Location:
Yotei Grasslands > Bounty Board at Old Inn / Yotei Shadow Inn
Smiling Yoshitomo Bounty Location:
Yotei Grasslands > Tranquil Falls > Weary Traveler’s Camp
Go to the named location “Weary Traveler’s Camp” slightly north of where it says “Tranquil Falls” on the map. When you see a waterfall it’s to the right, below the waterfall. Simply interact with the campfire (the camp also objects you can examine but these can be ignored). Then a settler in white robes sits down by your campfire. After some talking he reveals himself to be Yoshimoto and tries to ambush you. Kill him and collect the item from his body.
