Although some memoirs are related to the story, others are optional and count as collections (22). Scenes with optional themes are marked with tape symbols in the scene selection menu, as well as counts of unique items.
Please note that items may appear in multiple scenarios. After shooting, they will automatically unlock in all scenes that appear. Furthermore, not all unique items have a collection of memoirs. For example, an optional "graffiti" memoir requires only 10 doodles, even if at least 50 unique doodles are scattered throughout the game, counting separately in the scene selection menu.
So you don't have to shoot every unique item to unlock all your favorites.
