Before using a businessman, you need to establish a good reputation or relationship with other leaders. You can see the relationship status with each leader in the upper right corner of the screen. There will be an icon next to each leader. If you are in a state of war or dislike each other, the icon may be in the shape of a skeleton or sword. If you have a positive relationship, the icon may be a thumbs up. If you have alliances or deeper relationships, the icon may be heart-shaped.
You just need to see a thumb icon to establish a trade route with that leader. Once your businessman is ready, you will see a UI pop-up that shows "Possible Trade Routes". You can't interact or click with these routes (this is one of the UI designs that players hate very much), you can only read these routes. You have to find the right settlement and move the merchants to the city.
When the merchant enters the city, you will see a command called "Build a Trade Route" in the lower right corner. After selecting this action, you should be able to establish a trade route. Establishing a trade route is actually very simple, as long as you have merchants, but the number of trade routes is limited.
