In general, when fighting enemy generals, just stick to normal attack combos and non-charged heavy attacks. You don't need to charge up to slash upward at enemies in the air, and combat skills make up for the lower damage output. Even better, Pu Dao's normal attack animation is quite fast, which means if an enemy's attack comes towards you, you can easily interrupt it with a counter attack.
If you're just fighting a group of generic enemies without a leader, charge up and let the Pudu Knife work to its advantage. Gaining a full charge as you approach an enemy can sometimes destroy an entire group of enemies in one hit - or at least knock down enough of them for your soldiers to mop up the rest.
Likewise, the energy wave unleashed by a charged Barrier Heavy Attack is a great way to greet approaching enemy generals.
Remember, Charged Attacks do not consume Valor or Musou Points, so if you have the time to build up to at least the first level of Charges, there is no reason not to do so.
