What happens if you choose Neve?
Players who choose Neve will request the mage's assistance in toppling the statue and interrupting Solas' ritual, allowing Hardin to buy you time and intercept any attacking enemies. This would be highly approved of by Neveu, as she would risk everything to prevent Solas from accomplishing the goals he has set out to achieve.
There are some short- and long-term consequences of making this decision. If you choose Neveu, she will be injured during the ritual, resulting in long-lasting damage to her face. While this isn't ideal for her, there are no noticeable debuffs or consequences. The short-term adverse effects will only affect the rest of the mission spent at the lighthouse, at which point it would be best for Neve to rest while Hardin and Rook set out to find Belala.
What happens if you choose Harding?
On the other hand, asking Hardin to help you thwart Solas' plans will be met with overwhelming approval by the dwarves, who will risk everything to prevent Solas from completing the ritual. This would leave Harding with the physical aftermath of the encounter, as she would continue to risk injuries to her face as she continued her adventures.
Just like if you choose Neveu, the decision to ask Hardin for help means she is not in good enough shape to find Belala, but she will return in a subsequent visit to Dimeta and his mayor. Once you set off for the village, you'll be reunited with the missing members of your team.
In Dragon Age: Shadowkeep, should you choose Neve or Hardin?
Basically, there are no important long-term consequences of choosing between Neveu and Harding, so you can feel comfortable making your decision without worrying too much about what will happen in the future. Once you're involved in a mission involving the village of Dimeta, you'll have a full team and the story will continue along the same trajectory.
The only thing to consider is which character you want to please. While there are plenty of opportunities to make both characters happy with you, and this decision doesn't lock in any romantic options, it will give you a good start if you're hoping to win over Neve or Hardin.
