The King of Goblins will attack the party along with four other Goblins. In your first few turns, prioritize killing extra Goblins to limit the amount of Suppression turn icons the enemy gets.
If you have more single-target attack skills, use the Gunner's Sleep skill or items to put the boss and one or two other enemies to sleep.
Try to keep the boss asleep, as this will deal the most damage and continuously buff the attacks of all enemies, reapplying each time the buff wears off. Hulkenberg's Knight Declaration is also key, directing all attacks to one party member, helping you control damage and heal as necessary.
If you don't come back later in the game to challenge this fight, you'll be at a disadvantage in this fight, and utilizing sleep is crucial because you can't reliably get more Suppression turn icons. Once all other Goblins have been defeated, the Goblun Executioner King will continue to maximize its hit rate and dodge rate until defeated.
