Bring a healer with Patra and Lakunda.

Gray Rain has no attributes, meaning he has no weaknesses or resistances. While you can't exploit weaknesses, you're free to use whatever your best skills are to defeat him. Physical attacks are usually the most effective in this fight, as looking for critical hits will sometimes give you an extra Overpower round icon. For the most part, Gray Rain is a weak boss once you've defeated his clones, and the clones must be killed immediately or he'll get three additional Suppression turn icons.

The first time you fight Gray Rain, he mainly just uses his extra turns for basic attacks, so as long as he heals when needed, he doesn't pose much of a threat. After you defeat him and let him escape, recover before searching his tent, as you'll have to fight him again after the next cutscene.

When you fight Gray Rain again, he will continue his cloning trick, but will also have two new attacks. One will inflict the Oblivion status effect, while the other will lower the party's agility level by two levels. If your agility is reduced, use Dekunda to counter it. While Oblivion may seem like a bad status effect, it can be healed, or the party member can focus on basic attacks to dispel the clones, and save other Suppression rounds icons for higher damage abilities.
