You'll find the first item north of the Big Jay, and once inside, in the back room.
The second item you need can be found on Katz Street. The backyard of the first house can be accessed through a door on the side and you will find a dog house with the second part of the key inside. Once you've collected the keys, you can fully craft them.
The last part is the open observation room, not Room 312.
The dog's ending is a 1/2 joke ending. It unlocks "the Goodest Boi" achievement.
