After the initial vote of confidence, you will have the opportunity to propose and vote on future laws. For a law to pass, it must receive enough votes in the Council. In Frostpunk 2, you can propose new laws every 10 weeks. In order to gain approval, you need to secure at least 51 votes from delegates.
