Location: Story or Utopia Builder
You can usually get this reward by completing a game in Story Mode or Utopia Builder, as you need colonies to support your main city.
However in story mode you need to build a colony for an exiled faction (Chapter 5 in the story)

If you open up a Colony for a Banished faction (Chapter 5 in story) then you'll unlock it in Story.
