Reunion With the Dragon is unlocked automatically when you finish the three previous subquests, Crystal Tears.

This quest begins automatically after completing Crystal Tears.
Go to Starsnatch Cliff
Find your way to Starsnatch Cliff.
The easiest way to get there is to teleport to Temple of the Wolf and head north-by-northeast past the Thousand Winds Temple. See the path outlined red in the map below:
Venti summons Stormterror. Stormterror attacks, damaging the Holy Lyre der Himmel beyond repair. The Argus Mage controlling Stormterror promises worse conditions for Mondstadt and they fly off.
While cryptic, this cutscene is also the first time the Traveler’s sibling shows up after the introduction to the game.
The Reunion With the Dragon subquest completes at the end of the cutscene and following conversation. Completing Reunion With the Dragon also completes the Prologue Act 2: For A Tomorrow Without Tears Archon Quest.
