You can get it from the Blue-backed Dragon boss in Chapter 3, clearing Chapter 3, and opening treasure chests in Chapter 4.
You can purchase it from the Earth Temple in Pansiling, Ziyun Mountain, Flame Mountain, Bishui Cave, and Huaguo Mountain.
